Position: Finance Coordinator Norwegian Refugee Council (NRC)

Responsibilities

The purpose of a Finance Coordinator is to implement delegated area of responsibility

The following is a brief description of the role.

Generic responsibilities:

Implement NRC’s systems and procedures at area level Ensure adherence to NRC policies, handbooks, guidelines and donor requirements Prepare and submit reports and analysis Ensure proper filing of all support documents Support line managers in procedures and require support team trainings Management of support team

Function specific responsibilities

Ensure that the accounting, monitoring and reporting are according to NRC’s and donor procedures. Support project staff in financial matters including budget preparation, budget monitoring and budget revisions. Maintain budget control and monitor cash flow for the area/country Ensure development and implementation of administrative systems and procedures Provide anti-corruption training to all staff

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. Assist the Area Manager in preparing cash forecasts, maintaining overall budget control and monitoring cash flows and expenditures Ensure timely and proper month-end closure and the monthly reports BRS and PS are submitted to the Regional Office within the stipulated deadlines. Preparing BVA (budget monitoring) and providing advice and feedback to Area Manager and program staff. Timely preparation of donor financial reports and submit to the Regional Controller for review. Work with the Area Manager and Budget Holders in preparation and timely submissions of budget proposals. Timely monthly distribution of National and International staff salaries and benefits to the specific projects. Closely monitor the Area Master Budget coverage through the Master budget monitoring tool and update the Area Manager and Head of Support accordingly. Ensuring that budgeting, financial reporting and other financial processes comply with the Financial Procedures Manual, other NRC policies and the requirements of donors, auditors and authorities. Assist implementation of FS model and Responsible for monthly distribution of TZFX0000/TZFP0000 Responsible for checking travel claims for compliance with NRC and donor rules and regulations. Responsible for verification of all rebooking’s. Ensure proper management and storage of accounting documents and records Assign duties, train and appraise Finance Officers and Assistants under your supervision. Attending the Area Management Group (AMG) meetings and updating on any financial, audit and compliance matters as appropriate.

Scale and scope of position

Staff: Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (1 Finance Officer and 1 Finance Assistant 2, staff in total) Stakeholders: Key external stakeholders the post has relationships with (UN agencies, INGOs, local NGOs, civil society, governmental bodies) Budgets: List of budgets covered by post holder, and size of budget. (30 million NOK) Information: Brief description of the information resources the post holder is responsible for at CO level (Agresso, Intranet) Legal or compliance: Brief description of any legal or compliance responsibility the post holder has (term of employment, Code of conduct, vendors, donors)
